Late language emergence (LLE) is delay in language onset  in children with no other disabilities .it is  diagnosed when language development are below age expectations.
Milestones development occurs in children according to the age, 3months,6 months
9 months,12 months. 

Child responds to the social smile, babbling occurs like da da ...responds to the name, turn taking while talking.
Toddler age is very important for the language learning. If any changes in these milestones development u can see language delay.in few children we can see in schooling. 
Hearing impaired, autism and other child hood disorders may be the cause for late language emergence.
