The identification part in special education,it needs in the early years of children will inform the various stakeholders 
of the extent of disabilities or learning difficulties. 
For the infants and young children with these disabilities, early detection, identification and access to early 
intervention services is necessary to provide support and training to the parents and families in the early stages of 
their child’s life. Parents and caregivers are can be play a crucial role in stimulating the early development of their 
child’s potential and prevent the onset of severe secondary disabling conditions which can be affect both physical 
and intellectual ability. Without early intervention, many disabled children will have a more limited capacity to 
benefit from the special education, if or when they have access to their local community school.
